The President's decree signed on May 7 2012 «On Measures for Realization of Public Social Policy» announced the goal to assure that by 2018 the average salary of culture institution employees will be equal to the average salary in the region. To achieve this goal, the Russian Federation subjects elaborated a plan «Changes Aiming at Increase of Efficiency in the Sphere of Culture» («roadmaps»), that establish, among others, annual target ratio of the average salary of culture institution employees to the average salary in the region of Russia till 2018. The elaboration and implementation of the regional «roadmaps» in the sphere of culture are considered in the article. Their analysis was made in the 85 Russian Federation subjects (as on March 1 2016). The «roadmaps» were analyzed in terms of achievement of the establishing target ratio and creation of funding sources for the salaries of the employees of the sphere of culture. The discrete stages of the elaboration of «roadmaps» due to various adjustments were determined. The analysis of the regional «roadmaps» compared to the Russian Federal State Statistics Service (Rosstat) data showed that by the end of 2015, 11 subjects (13%) had not achieved the target ratio. As for the sources of funding for increasing salaries in the sphere of culture, the article reveals that most part of the regions this year (as well as in the last one) plan to assure a growth of the salary fund for the employees of culture institutions mostly with the budget means. In the structure of the means obtained through optimization measures (economy of the budget funds), the income of restructuration of the institutions network constitutes the smallest part. The main source is reduction of the number of employees, but, as our analysis shows, for 40% of the regions, this source is exhausted. In order to increase the culture institutions employees' salaries, a number of subjects plan to rely largely on extra-budget sources. Nonetheless, only 68% of these regions succeeded in achieving the level of these incomes aimed by the «roadmaps» last year. The article concludes that there are serious risks of non-achievement of the goal of increasing the salaries of culture institution employees in the Russian Federation subjects.
