Over the past three decades, the Arctic has shown an unprecedented pace of international cooperation. Work in this direction takes place within the framework of the Arctic Council, the Barents Euro-Arctic Region Council (BEAC), the Northern Forum, the International Arctic Science Committee, the International Conference “Arctic Frontiers”, the Conference of Parliamentarians of the Arctic Countries, the University of the Arctic, etc. Cooperation and integration of the Arctic regions are of great importance for the social and economic development of this macro-region. United, the Arctic countries will preserve and develop territories on the principles of sustainable development. While studying the topic of the article, the author realized that the existing initiatives are not enough to meet the growing needs of the region. Today, the circumpolar region faces geopolitical, socio-economic, and environmental challenges. Changes in economic development and global warming are a serious threat to the population of the Arctic. Governmental and non-governmental organizations associated with activities in the Arctic, as well as its direct residents, are interested in international cooperation in various areas that are related to the problems of the region. The participation of countries and organizations is needed for an immediate response to changes, as well as to solve emerging problems, to pursue common interests, and to find effective mechanisms for managing emerging changes. In the article, the author also offers practical recommendations for the proper use of the potential of the Russian Arctic.

MEASURES TO ENSURE THE DYNAMIC DEVELOPMENT OF THE ‘SOCIAL TAXI' SERVICE IN THE CONSTITUENT ENTITIES OF THE RUSSIAN FEDERATION
V.I. SMORCHKOVA, S.E. LARINA, N.B. MOSKALEVA
The article describes the state of development of the service ‘Social Taxi' in Russia based on the results of a comprehensive analysis in each of the 85 of subjects of the Russian Federation. The main task of the service is to provide motor transport services to the disabled people, other groups of people with limited mobility to socially important facilities (medical organizations, educational institutions, administrative services, etc.) without exterior help. The paper confirms the relevance of the topic due to the insufficient knowledge of the problem of implementation and development of the ‘Social Taxi' service in the constituent entities of the Russian Federation, as well as the lack of research on the quality of service provision throughout the country. With the help of Pareto-analysis, the authors identified key factors, in connection with which measures are proposed to dynamically influence the positive results of the work of the service. The importance of each of the selected key factors was confirmed through a KPI (key performance indicators) system.
The study of peculiarities of human resources in the regions of the Russian Arctic is the subject of the article. The analysis of the human resources of the Yamal-Nenets Autonomous District has been accomplished and its results are suitable for the use in other regions of the Russian Arctic. The analysis of the statistical data of the Arctic regions of foreign countries and the Russian Federation is used as a method of research, as well as expert assessment of the applicability of algorithms of calculation of integral indicators developed on the basis of methodologies of calculating the HDI of the UNDP for assessment of human resources. Wherein human resources are considered from the standpoint of the human capital theory. Basing on the results of the conducted study, the authors conclude that it is necessary to develop a strategy for human resource development of the Arctic Regions. It is impossible to develop such a strategy without methods of measuring the level of human resource development. The methods of measuring the level of human development based on UNDP methodology HDI are currently not quite suitable for evaluating the human resources in the region. They are designed for the regions where citizens live in different economic and legal spaces and get all socially important services within the region. In the Russian Federation all the regions are linked by single legal and economic space, and therefore one can get socially important services using information technologies in other regions, the subjects of which are in the same jurisdiction.
