Abstract
The institutional aspect of the problem of creation of the effective management system of the state civil service in the Russian Federation is considered in the article from the sociological point of view. The applied aspect of the sociological analysis is based on the data from various studies on topical problems of the public administration, including the research conducted by the author in 2014.
