The article exposes the reasons for the imperfect formation mechanism of the highest level of public service personnel. The author believes that the solution to the problem lies in the establishment of unified qualification requirements for public servants, providing a list of requirements to knowledge, personal and professional qualities of executive personnel.

The personnel deficit in the public service system is brought about by a combination of political, legal, financial and economic, organizational and ideological reasons. The author comes back to the idea expressed over 10 years ago: Russia needs a federal public body that would conduct search and selection of candidates and be responsible for the quality of personnel management in the system of public and municipal service.
