The author examines the concept of “strategy” at the legislative level and concludes that it is not used separately but rather only in conjunction with other concepts that clarify its purpose. The study notes the existing heterogeneity of “strategic planning” definitions. According to the author, the current legislative definition of “strategic planning” and “public administration” may cause misunderstandings because it weakens the strategic element and lacks a strategic component of its own. The research examines the issues related to correlation of these concepts.
