Abstract
Innovative management strategies based on business technologies (New Public Management, service administration) may be applied to the system of public management with many limitations and only in periods of relative social stability. In times of crisis state regulation and the power vertical not merely complement market mechanisms, but are in themselves a reliable mechanism of escape from a difficult situation.
