Abstract
The article deals with methods of administrative reform implementation in China: providing a balance between democratization of public management and maintenance of political stability and rule of law. Key components of the reform are identified, such as gradual transformation of public management structures, creation of a 'rational bureaucracy' model, new principles of remuneration, anti-corruption measures
