The article provides the analysis of the main aspects of Brazil’s image policy. The author stresses the importance of the fact that Brazil’s image policy should have cultural basis. However, despite all the difficulties the country had encountered, Brazil has a good chance to succeed.

The article deals with methods of administrative reform implementation in China: providing a balance between democratization of public management and maintenance of political stability and rule of law. Key components of the reform are identified, such as gradual transformation of public management structures, creation of a 'rational bureaucracy' model, new principles of remuneration, anti-corruption measures

Innovative management strategies based on business technologies (New Public Management, service administration) may be applied to the system of public management with many limitations and only in periods of relative social stability. In times of crisis state regulation and the power vertical not merely complement market mechanisms, but are in themselves a reliable mechanism of escape from a difficult situation.
