The process of its transformation, are inherent in traits such as the concentration of all participants in this process of learning and sharing knowledge; its focus on the creation of a globally competitive industrial potential as well as development of the ability of the urban community to adapt to new trends; the presence of gravitation to a social community, building trust between the people and the continued development. Becoming a student of the city contributes to the formation of commands of urban development aimed at attracting investment, the development of mechanisms for bringing together business and government, the development of public-private partnerships that are involved in the formation of business plans for urban growth towards its development, as well as the state in private initiatives.
