In this article the author substantiates the need to define areas of responsibility of the executive authorities, local self-governance departments, various administrative bodies and their officials in the adoption of unlawful unauthorized non-legislative acts and decisions relating to the administrative responsibility of legal entities and individual entrepreneurs. The analysis of judicial practice in cases challenging the regulations, unauthorized non-legislative acts and decisions and actions (inactions) of state bodies and local authorities, of private practices ordered by the courts definitions is ventilated appropriately.

The article examines the problems of the examination results of the implementation of the state or municipal contracts. With effect from January 1, 2014 the Federal Law of April 5, 2013 N 44 «On the system of contracting: in procurement of goods, works and services for state and municipal needs» by the state and municipal customers there is an additional obligation at acceptance and resulting in state municipal contracts implementing a mandatory examination. The author gives an analysis of the legislation on the contractual system in attracting experts in implementing the examination directly by the customer. The article deals with a set of rules governing the legal relations, as well as an analysis of the problems in their application. In particular, we study the problem of the lack of legislative recognition of the concepts of «expertise», «expert opinion.» The author defines the problems of application of the rules on compulsory examination involving experts of certain procurements and provides working recommendations for the customer in terms of the implementation of the mandatory examination results of the execution of the contract.

Rector of the Kursk Academy of State and Municipal Services, Irina Vladimirovna Antsiferova talks with Governor Alexander Nikolaevich Mikhailov about the socio-economic development of the Kursk region: the dynamics of the main indicators from 2000 to 2014 and the future prospects and activity plans of the regional Administration.

This paper is devoted to a detailed analysis of sociological approaches to the evaluation of public-administrative influence on the formation and implementation of personnel policies. The authors shows that the sociological analysis of the role of human resources policy in the modernization of Russian society is objectively necessary for the successful transformation of social relations on the principles of democracy and market economy by improving the quality of the leading subject of social transformation.

The article is devoted to the development of new approaches in the field of urban planning and the definition of criteria of a comfortable living environment, taking into account regional characteristics and opinions of various population groups. An analysis of the main methods of assessing the quality of life that are applied in different regions for various applications is made, as well as the proposals on use of research results in the field of urban planning. The groups of methods mainly used in the field of urban planning: analysis of statistical data (standard and reflective urban aspects of quality of life); case studies, based on surveys of various groups of the population; integrated assessments, including a variety of ratings which take into account the results of sociological research, and objective statistics are examined. Recommendations are given for the use of subjective and objective assessments of the quality of life in the preparation of plans of urban development and regional planning documents.

In an increasingly interterritorial competition in large cities, in which more than a million inhabitants reside, there arises an increasingly important issue of their transformation into learning megacities. A learner city acts as a collector and keeper of knowledge, create an environment of cooperation between companies, and the necessary infrastructure, which facilitates the transfer of knowledge and ideas. The process of its transformation, are inherent in traits such as the concentration of all participants in this process of learning and sharing knowledge; its focus on the creation of a globally competitive industrial potential as well as development of the ability of the urban community to adapt to new trends; the presence of gravitation to a social community, building trust between the people and the continued development. Becoming a student of the city contributes to the formation of commands of urban development aimed at attracting investment, the development of mechanisms for bringing together business and government, the development of public-private partnerships that are involved in the formation of business plans for urban growth towards its development, as well as the state in private initiatives.

During 10-11 October 2014, St. Petersburg hosted the conference titled «Migration: the Russian and French approach. A cross-view» dedicated substantially to the subject of migration of both countries. The organizers of the debate included, the Institute of Public Administration and Management of the Russian Presidential Academy of National Economy and Public Administration and the French Embassy in Russia. The conference was attended by experts from the Ministry of Internal Affairs and the French Council of State, regional officials, representatives of the Russian State authorities at federal and regional level, the Federal Migration Service of Russia, as well as representatives of religious and social organizations of the two countries. They discussed global issues related to migration, economic and geopolitical features of the regions and the prospects of demographic developments of Russia and France. In France, the terms «nationality» and «citizenship» are the same, not only legally, but also linguistically. This tradition is the perception of the nation as a nation state, and as such, citizenship is granted to all modern members of the international community. Whilst the flow of immigration was dominated by foreigners of European origin, France, in accordance with the positions of traditional republicanism did not set prerequisites relating towards integration, relying on its powerful assimilation potential. Global world processes and the consequences of decolonization in North Africa led to a massive influx of immigrants in the 1970s, Algerians, Moroccans, Tunisians and other North Africans migrated to mainland France, and which immigrants not only failed to assimilate, but also didn't integrate and instead created their own subcultures and parallel societies in the suburbs of big cities. The author analyses how well France is coping with the task of accepting these «visible» minorities, which were particularly evident in the structure of French immigration. The author explores the reasons of the rise of anti-Islamism and anti-Arabism, on the one hand, and the anti-discrimination legislative measures taken on the other. Particular attention is given to the historical roots of ignoring public opinion in France relative to the issue of integration of ethnic and religious minorities. French legislation increasingly attempts to regulate the legal channels in reducing the influx of immigrants into the country, based on tightening the criteria with relative provisions of integration and acceptance into the labour market. The problem of effective immigration policies and the need of various government agencies to work with immigrants, refugees and other categories of foreign nationals in the country has become an important part of the political discourse of French society, which once again was confirmed in the recent campaign on elections to the European Parliament and its subsequent results.

The author substantiates the necessity of interaction between society and the state and the formation of appropriate legal mechanisms that would allow non-government institutions to influence government decision-making, including the economic sphere. It is emphasized that such a dialogue will ensure a balanced approach in solving problems, in the perspectives of the economy and society as a whole. However, lawyers and managers raise a number of questions. Primarily it concerns the use of channels of social influence. Of equal importance is the method of the separation of significant views and arguments of «minor» and the private interest of national, regional, branch levels. In addition, the author examines the role of law and regulatory procedures in the search for solutions, based on the Russian experience and the development needs of democratic governance.

В статье анализируются актуальные проблемы деловой коррупции в Российской Федерации. Показаны ее масштабы, проанализированы последствия коррупции для российской экономики. Сделаны выводы о ее экономических, правовых и социально-культурных предпосылках.

Indicated in this article are the principles of construction, the types and directions of state policy in education and financing costs for the development of educational services. Attention is focused on improving the quality of education, defined projected financial and qualitative parameters of the federal target program “Development of Education” and as it is related with other programs. It proposes an approach to the construction of the concept of increasing the level of education and the demand for graduates with a new model of funding.

The article is devoted to the 50th anniversary of the Department of State and Church relations of the Russian Presidential Academy of National Economy and Public Administration. It traces its establishments from its inception in 1964 under the auspices of the Institute of Scientific Atheism and subsequently through its transformations in 1993 becoming the successor of the Institute of Scientific Atheism. It traces ther great contributions to the development of the Department made by such scholars as L.A. Bashirov, G.M. Kerimov, R.A. Lopatkin, F.G. Ovsiyenko, M.I. Odintsov, E.S. Safronov et al. and their replacements by new forces - mainly from the former post-graduate students of the Department: V.V. Kravchuk, V.K. Pinkevich. M.O. Checks. V.V. Schmidt et al. For a long time the team was led by well-known Russian scientist and Doctor of Philosophy, Professor Nikolai Antonovich Trofimchuk. Since 2002 after the untimely death of N.A. Trophimchuk the Department, headed by Doctor of Historical Sciences, Professor Olga Vasilyeva whose writings and public activities have strengthened the team, have opened up new areas of scientific research and training of students, graduate students and doctoral candidates. Over these years the Department has hosted numerous scientific events - conferences, symposia, round tables, the attendance of which were graced by hierarchs of the Russian Orthodox Church, Muftis and representatives of other faiths in Russia and abroad.

The legal nature of managerial activity is closely related to a number of terms used in the science of administrative law, and in legislation. Federal executive bodies that manage the educational process, have a significant influence on the formation of the educational environment. They not only contribute to the realization of the constitutional norms in the field of education, but also develop processes to integrate national educational organizations in the world of innovation space. The Federal Law of 29 December 2012 № 273-FZ «On Education in the Russian Federation» marked the beginning of a comprehensive change in intra-structural processes taking place in each organization with a mandate to acquire knowledge and skills of executive authority. Previously, education authorities at the Federal level placed important tasks under transition towards the fundamental acquisition of knowledge, expansion of their range and the early introduction of innovative technologies.

Society today faces a number of challenges associated with an increase in chaos. In addressing them there are participating specialists emanating from different methodological schools and with different ideological or religious orientation. One of the possible solutions is the systematic approach and its latest development, the chaos theory, which studies the nonlinear systems, which belongs to a society. For strategic decision-making in the context of globalization, this article articulates a further proposal as one of the possible alternatives - the Kondratieff cycle theory, which, fits into the theory of chaos and allows authors to analyze specific events in the past 50 years and to predict the possible risks of future development.

The article is devoted to an analysis of the XXIII World Congress of the International Political Science Association, “Challenges of modern management”, held in Montreal (Canada), July 19-24, 2014. The author describes the main problems voiced by the participants: the challenges of modern management, globalization and governance, public policy, quality management, federalization.

Russia has accumulated certain experiences in the development of mechanisms and tools of performance management for government agencies, as well as their implementation. Inadequately compelling effects of their use, and their heavy burdens imposed on public authorities often raise doubts as to the capabilities of the principle of results-based management. According to the authors, these concerns and the need for further work on the development of this principle in the public administration has been determined because of the incomplete and undulating nature of this process. This article discusses the problems in the current implementation phase of this activity in the Russian state authorities, as well as formulating the purpose and key objectives of its third, emerging phase («3.0»). The article is based on the past results of the Russian Presidential Academy of National Economy and Public Administration (RANEPA), 2014 V Round Table on the implementation of, performance management mechanisms in the activities of state and local authorities on the topic titled: «Managing by Results: paths to version 3.0». The event was prepared based on research on the experience of design, implementation and further development of mechanisms and tools of performance management in public administration held in RANEPA in 2012 and 2013.

This article was prepared as part of the research work carried out by the Russian Presidential Academy of National Economy and Public Administration on the theme of «Research and development potential of a system of indicators and management tools based on the results in the the activities of the authorities of the third generation.» The paper analyzes the main achievements in the implementation of the «road map» of the introduction of mechanisms and management tools based on the results for the period 2012-2014, as well as identifying the key problems that reduce the overall effect of the introduction of results-based management in the activities of public authorities. In the analysis, the use of the results of the expert survey on the level of implementation, as well as the relevance of basic tools and performance management mechanisms were considered. From an analysis of the key requirements, a formulation towards the realization of a performance management system of the new generation is ameliorated.

The material presented in this paper is an attempt (based on the development experience and implementation of key performance indicators (KPI) in the system of public administration at the regional level over the past few years) to identify problems and outline further steps for a more successful use of such tools. On the basis of the analysis performed in this article of the problems encountered in the development and implementation of these indicators in the regional public service, proposals are offered for the greater use of practice-oriented training of civil servants, as well as providing expert support for the introduction of indicators based on common approaches and the facilitation of disseminating best practices. Emphasis is given on the need for the implementation of indicators from «top-down» and changing the system of material incentives, the principles of forming wage funds in state agencies, the carrying out of effective re-engineering of existing business processes together with the objectification of indicators and performance criteria, including those based on the use of public monitoring.

The article gives greater emphasis on the coordination of targeted preferences such as business representatives, public authorities and civil society towards the realization of the inalienable rights to information and communication. Through mechanisms such as “Open Government”, crowd sourcing and the drawing of activities of working groups and committees under respective public authorities, the receiving of information on the activities of government through public controls is achieved by public initiative.

The article considers the relation of the service activity and literary creativity of the outstanding Russian writer, Ivan Aleksandrovich Goncharov (1812-1891). It demonstrates that the public service was an incentive in Goncharov's life and creative activity. It is shown that as a censor, reciting leading Russian magazines, Goncharov attempted to be guided by ideas of moderate liberalism, and was not alien to enlightened conservatism.

The article is devoted to assessing the state regulation of a single financial market in the framework of the formation of the union of three states - Belarus, Kazakhstan and Russia. The relevance of these issues stems from the fact that in the process of integration of the member States of the Common Economic Zone (CEZ), a number of challenging obstacles are hindering the successful advancement of this association. In this connection, there is a need to identify the problems and find ways in resolving them. Presented in this paper are current modern findings, conclusions and recommendations that may be applied towards the development of the integration process of the Single Economic Zone. Thus, this research is a promising continuance based on evaluating the amendments in the legislation of the integrating countries as well as taking into account the changes arising due primarily to the current situation prevalent on the financial markets. The findings of the study should be of interest to the regulatory authorities of Belarus, Kazakhstan and Russia in the field of financial markets, as well as for the employees of the Eurasian Economic Commission as the coordinating body for the integration processes in the economic union of these countries.

In the present work, we research the structural changes of political elites of Latvia and the channels of elite recruitment during the years 1993-2014. We identify the quality and character of the bonds that arose in the period of primary and labor socialization of political elites, the impact of diaspora communities on the formation of the political elites of Latvia, the presence of stable inland clusters, their nature and special feature characteristics.

The article deals with the personal qualities, which may be deemed essential and most important towards improving the efficiency of management leadership in various spheres of activity. In addition, the considered analysis of the preferred type of a highly professional educated leader is ventilated according to the scope of the activities of the relevant organization.

The task of the article is devoted to the topical current problem that is set by the government - the task of creating an International Financial Center in Moscow (IFC), as well as the issues arising in the course of its decision. In examining the various sources (data results of the Working Group on the formation of an IFC, the statistical information, the media) which have been highlighted by way of several problem groups in the articulation of formulated solutions. It is concluded herein that to date, Moscow has every reason to become an international financial center, but under the current international situation, it cannot be created in the form as originally planned. The analysis may be useful for evaluating the prospects of the Russian financial market and the effects of sanctions from the West.
