Strategic planning as a tool of ensuring the economic security of Russia: achievements and problems of the present stage

Abstract

Peculiarities of the transition to the strategic planning in the context of the economic security are considered in the article; the institutional base, the innovations of the budget process in the program budget, the specifics of its implementation in modern conditions are summarized. It is noted that, in general, the legal framework has been established in accordance with which the strategic planning will be developed. The management of the budget process has received the necessary logic ensuring the unity of the budgetary system, furthermore, the budgetary funds managers get tools for their effective use provision. The authors emphasize that the transition to the strategic planning requires development of new approaches from the state. The groups of risks for the public management system and provision of the economic security of the country are emphasized. Such risks are generated both by the transition to the program-target methods of management and long-term strategic planning and by the influence of factors of financial and economic uncertainty. On this basis, the areas of risk mitigation and adjustments of the goal-setting budget policy of providing fiscal stability are identified with the clear definition of prospects of development of the society. The creation of the system center dealing with the goal-setting coordination of the process participants and considering all strategic planning mechanisms is proposed.
