The article reveals the content of the theory of “Constitutional patriotism” concerning the interests and needs of the constitutional legal development of Russia. The constitutional legal phenomena of the Federal Republic of Germany have been specially studied; views of German lawyers and philosophers as ‘fathers‘ of this theory are given. On the basis of the detailed analysis of foreign sources revealing the content and designation of the constitutional patriotism the article investigates perspectives of its application in the state legal doctrine of the Russian Federation and abroad.

The article deals with the potential and drawbacks of the concept of the new public management on the basis of foreign theoretical fundamentals. New theoretical approaches to study its influence on the state management are considered. The concept is viewed as a double-layer model, oriented section, or specific formula, that allows to evaluate positive and negative, direct and indirect formula of its usage. Development of the given approaches may present a serious theoretical basis to study changes (reforms) of the state management under the conditions of the Russian Federation.

The reasons behind the imperfectiveness of the state services granted by the Pension Fund of the Russian Federation. The author puts forward a number of proposals to improve the activity of multifunctional centers in part of granting the services for the retired.

In this article the authors analyze the results of nationwide opinion polls conducted in the framework of scientific research, «State Personnel Policy: Issues of deetnomonopolization professional work in a multinational Russian society». The purpose of this analysis is to identify the signs of etnomonopolization various types of professional activities among employees of the institutions, enterprises and organizations of different activities and forms of ownership. The study is one of the factors affecting the efficiency and quality of processes of deetnomonopolization to optimize the inter-ethnic relations in Russia.

This article deals with the research into the problem of the possibilities of the political participation of the Russian speaking communities and minorities in the countries of the European Union. New institutes of the European Union are considered as unique instruments promoting the process of including of the Russian language communities and minorities into the participation in the countries of the European Union is called upon to promote perfecting and optimization of the diaspora policy, conducted by Russia.

In article it is spoken about the "Innovative approach to effective public administration" project, which realize in the Ulyanovsk region. Its purpose to give opportunity to the civil and municipal servants of receiving additional professional education. It includes training within mentoring; creation and development of a regional educational portal; self-education; assessment and control.

Professional self-identification of the civil servant is viewed at various stages of its formation, with due account of different factors of its influence. The main indicators are defined, the necessity of assessment of the professional polymorphism and optional scenarios of the personnel provision of the various sections of the state service are substantiated.

The author of the article analyzes the problems of reforming of the public civil service, that is connected with the modernization of legal mechanisms of rotation of servants and proposes solutions of legal support of this activity.

The article focuses on the methodological problems that have arisen in the process of implementation of the new federal state educational standards for training Bachelor and Master-level students specializing in ‘Public and Municipal Administration’. Based on the systematic and activity-based approach the author formulates his recommendations for resolving these problems. The educational aims of the disciplines are systematized. The author considers meta-disciplinary professional skills of state and municipal servants, subject knowledge in the sphere of methodology and of practical activity as theoretical background for effectiveness, efficiency and quality of professional activity. This forms theoretical background for systematic goals-setting.

In article it is provided tolerance research as properties of the civil and municipal servants. The educational environment of specialists training in the "Public and Municipal Administration" direction has to promote formation of this property. Authors give indicators of a level of development of tolerant consciousness being trained on this specialty

The article analyses the provision of modern science on the bases of the theoretical views of the representatives of the Southern Russia philosophical school, including Y.A. Zhdanov, who estimated its value from the social aspect. The author identifies new approaches to the definition of the role and place of knowledge and institutionalized incarnation of science in the modern world, he characterizes these approaches as a «social antiscientism».

Post-crisis Russia enters the next stage of modernization due to the need to institutionalize the relationship between the state, business and civil society. A distinctive feature of this upgrade researchers note the growing influence of non-state institutions and research paradigm shift driving forces. This article discusses some of the modern approaches to the study of the driving forces of GR Communications : the concept of institutional evolution and the theory of public choice. Focuses on the evolution of the following distinguished theoretical and methodological approaches and address the specific practical aspects.

The article is devoted to the round-table discussion, where experts in the field of education discussed urgent issues of bringing up and development of a personality and its successful socialization, as well as criteria, allowing to define such a personality. Besides, the evaluation of the state educational programmes and the general policy in this direction is given.

In XXI century the fairy tale turns not only into means of interpretation of international realities, but instrument of economic politics and forming the states image.

In article the problem of interaction of cultures on borders in the historical aspect and at present time is investigated. Вorders are considered as a condition, process and result of interaction of elite of the adjacent states, as expression of their political culture. The author believes that the principles and approaches to formation of borders are shown in typology of interaction of cultures as a whole. For example, a phenomenon of "transparent borders" as one of the fundamental principles of policy of the adjacent states of the EU, the WTO, etc., is expressed in interaction of cultures on border. The publication represents scientific and practical interest for those who study this problem in social and philosophical aspect on a cut of a number of sciences. Further researches in this direction assume complex studying of specifics, levels and mechanisms of interaction of cultures in the main spheres of life of society on Russia's borders, their influence on border security.

The article deals with ways of monocities development, small and medium size enterprises have been revealed. It was proved that the strategies of the given district must cover the development of small and medium size enterprises. A special attention is given to the perfecting of the taxation of such enterprises. It is proposed that the combination of the simplified system of taxation with simultaneous tax exemption on added value should be used as well as lowering down of the tax burden by way of changing the calculation and profit tax payment by small enterprises.

The author examined the mechanisms for evaluating the effectiveness of interventions, analyzed the results of one-company towns of the Sverdlovsk region after the support of the federal institutions of development, a scheme improve the efficiency of formation and functioning of the institutions of the territory of the single-industry.

In article the analysis of investment processes and institutional factors of development of the Russian economy is carried out, factors of investment processes in world economy and Russia are revealed. The main threats of economic safety in the field of implementation of strategic projects are allocated, main from which are an inefficiency of spent investments in investment projects, a low share of investments into fixed assets and is high – productive equipment, recession of industrial production, a fuel and raw orientation of economy and low competitiveness. The author reveals problems which need to be solved for increase of level usefulness of investment climate and allocates factors of safe development of national economy. The role of stock market in the field of accumulation and redistribution of investment means, for the purpose of development of national production is shown, criteria of payback and social efficiency of investment projects in economic safety of the country are allocated.

Crowdsourcing – is one of the new mechanisms of interaction between the authorities and society. The author analyzes the concept of crowdsourcing, defining it as a mechanism of self-organized unclaimed creative potential of society. For its implementation it is necessary to develop a complex of proposed measures on media communication support. Their implementation will allow the full use of the potential of the mechanism of crowdsourcing and enable the use of developments in subsequent projects. Crowdsourcing is able to use the best from the mechanisms of interaction of citizens, the expert community, civil society and authorities. However, he fully corresponds to the concept of the «Оpen government», focused on the wide use of modern information technologies and new means of communication in their interactions with citizens. The use of government authorities and local administrations in its activities the principles of crowdsourcing will promptly solve non-standard tasks and tasks requiring painstaking inspection and analysis of large arrays of information; saving of budget funds and working time of the staff; apply another form of complicity citizens in the solution of vital issues.

In article are allocated the principles of a sustainable development, problems in formation of ecological system in economic development and funding mechanisms for investment projects are designated. The system of indicators and a technique of an assessment of efficiency of investment projects is given, the analysis of sources of financing of investments and criteria of an assessment of regional projects of environmental management is carried out. Features of use of the soft and rigid mechanism are marked out. Comparison economic and the ecologist – economic efficiency of investment projects is made, problems of regional projects of environmental management are revealed. The author offers stimulation mechanism of environmental management project.

In article the author carried out the analysis of legal acts which regulate activity of plenipotentiaries of the president of the Russian Federation and the chief federal inspectors in subjects of the Russian Federation. Мeasures for improvement legal ensuring their functions are offered.

In article questions of functioning of the insurance market in modern financial conditions are considered. On the basis of methodology of the system analysis the author conducted research of environment and the insurance market of Moscow for development of competitive client strategy of insurance company. Proposals of the author have practical character and can be used in the course of improvement of activity of insurance companies.
