Cadre training for public administration: from bachelor to doctor

Abstract

The article is based on the speech at the section of the Gaidar Forum-2015 “Personnel vector of development of public administration in modern Russia.” At present the effectiveness of state management is associated with the development and implementation of mechanisms which ensure the effectiveness of professional activity of civil servants. The model suggests a reorientation of budget and management processes from resource to result consideration. In addition, in the new social conditions the system of public administration needs more and more authority with the citizens and support of civil society structures. This is possible only in conditions of improving the quality of professional activity and education of civil servants. The author considers in detail the educational programs of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation in the direction « Public and municipal management», in particular the introduction of a new program for Russia - Master of Public Administration (MPA), which must increase considerably the quality of training for public service in future.
