Заведующий кафедрой федеративных отношений, профессор В.А. Михайлов сравнил философски концептуальный труд Александра Семеновича с трудом В.И. Даля, всю жизнь работавшего над Словарем живого русского языка. В самом деле, энциклопедия замышлялась еще в советское время, ее прообразом можно считать отпечатанную в «Политиздате» монографию А.С. Капто «Философия мира: проблемы, тенденции, перспективы». В основу нового издания положена подготовленная автором и вышедшая двумя изданиями в 2002г. и 2005г. «Энциклопедия мира».

An article presents history of Lithuanian border in 1919-1940 and the Lithuanian SSR border in 1939-1950, as well as legal-historical aspects of cession, when the USSR gave Lithuania some territories previously non-owned by Lithuania. The problem of the Klaipeda region is reviewed, as it was removed from the Konigsberg region and then ceded to Lithuania. The named territories became an obstacle during ratification of the Border Agreement between Lithuania and Russia, nowadays.
