The analysis of the problems that the world community and our country faced during the creation and functioning of a social welfare state are considered in the article. The impact of such factors for the realization of the values of the social welfare state as government public image, public confidence to authorities, social responsible business, sustained economic growth, social equity, solidarity and partnership are studied by the author.

The analysis of the foundations of confidence and its role in the formation and development of social capital and partnership is considered in the article. The author reveals the sources of the confidence through the analysis of the nature and essence of the human being. Confidence is defined as an individual psychological and moral phenomenon when a person deliberately makes himself dependent on external factors, such as another person, group of people, society demonstrating confidence in the objective and appropriate nature of their actions. Confidence is depicted not as something abstract and elusive but as a phenomenon affecting all spheres of life of the human being and capable of a purposeful change. It is stated that confidence in another person and the government policy preconditions the appearance of a civil society. Special attention is attributed to the fact that the breadth and high level of the interpersonal confidence in many ways define the social capital of the society and the development of partnership at various stages.

Theoretical understanding and study of the concepts and contents of the resiliency of the system of the public administration including the resiliency to the pressure of the heteronomy of the foreign or international public policy are considered in the article. A number of negative factors, resiliency to which is quite essential for the public administration system, is identified by the author. The concept and significance of the resiliency of the system of the public administration to failures (defects) and errors of the public administration are also studied in the article. With the help of methods of the synthesis, systemic and comparative-legal analysis distinctive characteristics and significance of the resiliency of the system of the public administration to the negative factors were discovered.

The article is devoted to the Malaysian experience in the education of a new culture of the state management. This article was prepared on the basis of the speech of Idris Jala, Minister of the Government of Malaysia, the CEO of PEMANDU, that was presented in the framework of the meeting «Modern management technologies and their use in the state management reform» with the participation of the members of the Government of the Russian Federation in the campus of the Sberbank Corporate University in May 2015.

The cultural and historical heritage of the Republic of Khakassia, the forms of its inclusion into the modern context, the attention of the region to its research and popularization are discussed with the Head of the Republic of Khakassia Viktor Zimin in the interview to the journal «Public administration». The question of hosting in Khakassia the International forum «Historico-cultural heritage as a source of socio-cultural development» is mentioned. Interest to the historical and cultural heritage has always been great but this resource has recently considered as the most important part of the territory branding.

A distinctive feature of the Republic of Khakassia among other subjects of the Russian Federation is great saturation of the territory by the numerous and various archaeological sites. According to the scientific reports there are not less than 30 thousand mounds in Khakassia; there are 10 archaeological and ethnographic open-air museums. The activities of the developed network of the open-air museums in the Republic of Khakassia, created in the last five years, promote growing interest to the national cultural heritage of the Republic, create conditions for the spiritual and moral traditions revival. The emergence of the protected areas of historical and cultural significance in Khakassia opens a new page in the history of museums of southern Siberia.

The peculiarities of the state program of the urban development policy of Moscow are analyzed in the article. Its coordinating role in the determination of the development priorities for the city for the long term period is considered. The authors focus on the planning and socio-economic characteristics that must be considered in developing of the urban development policy for different areas of Moscow.

The data sources affecting the social, economic and architectural questions of the housing formation in different historical periods are examined by the authors, the data of their own research in the field of the housing supply of the different quality in the primary market of the central districts of St. Petersburg is used. Generalization and conclusions are made on the basis of the analysis. It is proposed to increase the share of these classes of comfort in the reconstruction of the apartment buildings in the city center to solve the socially important problems for the city.

The analysis of the problems of adaptation and integration of labor migrants in Moscow and the formation of a new migration policy in this sphere are considered in the article. The analysis of dangers and threats arising from the intensity of migration flows is made. The importance of the ethnic factor in the adaptation process, the belonging of migrants to a particular nationality having a powerful diaspora or developed migrant networks in Russia are specially stressed. The author notes that the main feature of the migration policy of Moscow is its inconsistency and irrationality often leading to discriminatory situations against migrants.

The article examines methods of evaluation of environmental projects that, if implemented, can have both financial and nonfinancial effects. The author demonstrates that it is nearly impossible to implement such projects without accommodation of long term interests of the state, business community and civil society.

The ideas and proposals for the creation of new federal executive bodies, arguments and counter-arguments in favor of such transformations are considered in the article. The main focus of the study is made on uncreated for whatever reason federal bodies. The examples provided in the article indicate the transformation vector within the structure of the federal executive authorities.

Cryptocurrency is a digital bearer document which can be passed to another person through a secure decentralized network called the blockchain. Such network, in principle, precludes the central mediator, the comptroller, the dominant element. Every owner of digital information is independent and doesn’t need to get any permission for the transfer of his/her property. A new technology promises tremendous savings of resources and new opportunities in the monetary and credit sector, other sectors of the economy and in public administration.

The comparative analysis of the representation of men and women in the civil service is presented in the article. The democratization of the modern society has created the prerequisites for the empowerment and participation of women in the political life of the country. In recent years the number of the female civil servants in the senior positions has increased. The motivational differences of employment in the state bodies of men and women and the challenges that women face if they want to make a career in the civil service are discussed by the author.

The article reviews British and German experience in shaping a modern system of professional development of civil servants. It provides a definition of the concept “professional development”, traces recent developments in the field in both countries, singles out peculiarities of specific approaches to the modernization of the strategy for training civil servants in these countries and identifies differences and commonalities in the new initiatives aimed at improving professional development of civil service cadres.

The article, being basedon research results, discusses the current development of international joint educational programmes and their implementation models and illustrates this process using the example of cooperation between RANEPA and its partner university - the University of Nice Sophia Antipolis.

The history of the Institute of business ombudsman in the Russian Federation is analyzed in the article. The normative legal acts regulating the processes of establishment and development of posts of commissioners for entrepreneurs rights at the federal and regional levels are specified. The main objectives of the business ombudsmen and their legal status are considered.

The changes in the electoral system as a result of the adoption of the new Federal law of the Russian Federation of February 22, 2014 № 20-FZ «About elections of deputies of the State Duma of the Federal Assembly of the Russian Federation» are considered in the article. So, in September 2016 the deputies of the State Duma of the Federal Assembly of the Russian Federation will be elected under a mixed electoral system. In addition, the questions concerning the right for early voting, the necessity of collecting signatures for political parties when nominating their candidates, lists of candidates, as well as the list of documents, the lack of which is regarded as a ground for denying certification of the candidate lists are considered by the author.

The book by P. Dutkiewicz, R. Sakwa, V.I. Kulikova which considers the problems of the most difficult periods of the Russia’s history: the collapse of the USSR, the tectonic shifts in the state and society, the construction of Russia in the new historical and geographical limits on the new economical, political and cultural grounds is assessed in the review.

Upcoming elections in regional parliaments and the State Duma of the Federal Assembly of the Russian Federation are discussed at the background of the electoral legislation changes. The author cites the results of the survey conducted by the Chair of parliamentary and inter-parliamentary cooperation of the IPAM RANEPA among experts of the most active age group (26 - 35 years). The forecasts for the voters’ electoral preferences were obtained as a result of the survey.

Monitoring of the official websites of the regional public chambers of the Russian Federation is important in the context of transparency trend in the public authority. The study allows to evaluate the level of equipment, interactivity, convenience and openness of websites of regional public chambers. Assessment of official websites was conducted on the basis of 36 criteria in the following areas: equipment of site; feedback; news and announcements; information component, transparency, relevance of the content on the website. The monitoring shows that the websites of the regional public chambers as a significant tool of the platform for the public dialogue are not fully used by the regional Chambers.

Various mechanisms for the implementation of the social service of the Russian Orthodox Church in the Central federal district actively used by a religious association in the social protection of the population of the Russian Federation are described in the article. Special attention is paid to the major areas of social service of the Church in Belgorod and Bryansk regions including the work with prisoners in the penal system; help to the elderly and disabled people; the program of work places creation; providing advice and material assistance to refugees and internally displaced persons; distribution of the humanitarian aid to people in need; programs for the treatment and prevention of drug and alcohol abuse. Practical steps to improve the state-confessional relations in the sphere of social policy are offered.

The desire of the Estonians to save their cultural traditions after resettling to the southern lands of Russia in the 19th century is described in the article. The letters of the Estonian peasants published in the Estonian Newspapers Eesti Postimees and Perno Postimees in the period from 1865 to 1899 years are analyzed. A vivid and detailed picture of the new life and adaptation of the Estonians on the southern outskirts of Russia is depicted in these letters.

The key issues of the strategy formation of the market entry to the energy markets of the alternative energy sources on the example of such countries as Germany, Brazil and China are examined in the article. The principles of the state support and stimulation of the private sector of active implementation of renewable energy sources applied in these countries are studied. The growth of the alternative energy sector in the world energy balance is generally estimated. The formation of the new labor market positions due to the alternative energy in the world leading countries is considered.

The article describes how the Union of Russian Rural and Urban Figures (Zemgor) was established in Prague in the 1920s and how it helped Russian emigrants in Czechoslovakia. The author shows how the role of this institution changed with time depending on the needs of Russian emigrants. The ways Zemgor could assist varied from providing humanitarian aid to giving legal assistance. There is a big emphasis on how prominent the role of Zemgor was when Russian emigrants were adjusting to a new life.

The possibilities of the monitoring and assessment of the development of the regional economy based on the state of business processes of organizations that form the demand are considered in the article. The author draws attention to the distinction of products and goods made by organizations and public authorities and describes the role of a monitoring mechanism in the development of the regional economy.
