The article considers the relationship between the concepts of “national security” and “constitutional security”. The authors advocate the possibility of replacing the concept of the national security of the Russian Federation with the notion of constitution security of the Russian Federation based on the analytical contents of these concepts.

The article analyzes the results of the implementation of Presidential Decree 07.05.2012 №601 titled “On the main directions of improving governance” as it relates to reforming and development of the public services, as well as the introduction of new principles of personnel policy for the civil services. It identifies the risks in the implementation of relevant Presidential instructions, and the expected effects (social, economic and political). It also formulates proposals and suggestions for appropriate amendments and additions to the Decree.

The article considers the development of the Institute of responsibility for offenses in the sphere of taxes and charges in the Russian Federation. It notes and comments on several recent amendments to the Tax Code of the Russian Federation concerning the regulation of public relations in this sphere. Based on this analysis, the author concludes that there are both positive and negative effects in the development of the institution responsible for tax offenses, which has created an ambiguity by the latest innovations in the national policy in tax legislation towards increasing transpatency in the business environment and reducing administrative barriers for entrepreneurs.

Improving the quality of public and municipal services provided by the government and local self-government agencies is one of the key imperatives towards improving governance in Russia. The most important indicator of improving its effectiveness is the level of citizens satisfaction being the recipients of these services. The article presents the main results of studying the level of general citizen satisfaction with the quality of work by the activities of government agencies in this area which were obtained in a study conducted by the Russian Presidential Academy of National Economy and Public Administration in 2013. These results are analyzed and compared with data obtained in similar studies in previous years.

The paper elucidates and proposes solutions to the problem of increasing economic independence of municipal edification in the exercise of their functions and the implementation of their own development programs throughout their territorial jurisdiction by implementing measures to support small and medium-sized businesses. It is about promoting the most promising business projects and creating a favorable climate within the administrative framework of doing business at the local level. The article offers a method of calculating performance indicators of regional and municipal administrative bodies in regulating this sphere of activity.

In the article the author substantiates the necessity of optimizing the law and morality in regulating behavioral and professional management performance of civil servants and the possible ways of achieving such optimization. Identifying the optimum relationship of law and morality in the regulation of the activity and behavior of civil servants is an urgent and important task. In order to resolve it, one must correctly assess the moral level of society, the real impact of specific moral principles and appropriate standards of conduct by its members as well as endeavoring to exert the inclusion of subjective factors in ensuring the implementation and maintenance of certain ethical standards in the civil service. The formal requirements for the displacement of state civil servants from the normative legal acts in the Model Code of Professional Ethics and Official Conduct of civil servants does not transform them into moral requirements. They are retained within their status of legal norms, both because they are prescribed as per above, secondly, they rule out initial alternatives in human behavior peculiar to moral requirements and thirdly, presuppose the responsibility for their failure to observe them as not being criminal. The mechanism of action remains legal and not moral and which must be enforced, with the possibility of the inclusion of punitive sanctions. This significantly reduces the possibility of moral regulation and remains relevant in the development and implementation of the moral code the State civil service.

This paper examines the factors influencing condition of educational and scientific research and associated socio-economic systems in Russia. Based on the identified factors and trends in these areas by the authors it is concluded that there is an inconsistency of policies aimed at achieving a single and coherent system, whilst highlighting the need for special tools to ensure such consistency being achieved. A way of resolving such situation may require the creation of appropriate multidisciplinary Internet sites providing: detection of the dynamics of the segmented market demands for services, expert-analytical support of identified needs within the capabilities of the educational system, and the development of requirements for subsequent re-engineering. Such an approbation should deliver a positive experience.

The article analyzes the main problems and prospects of the development of Moscow as an international exhibition center. The basic directions of development of exhibition activity in the city is the rationalization of available exhibition space and by providing the necessary infrastructure, development and implementation of communications policy, focused on the interests of domestic and foreign exhibitors. In this regard it denotes a need to develop appropriate measures so as to retain the attention of investors, suppliers, buyers and tourists who can be targeted at providing free access to all relevant information for interested parties directly at the congress and exhibition events, or via the Internet; creating a favorable image and, leaving unforgettable positive impressions of the visiting guests of Moscow; the reinforcement of proclaimed values as being real competitive advantages: developed infrastructure, easing the process of investing and contracting and guaranteeing of their performance.

This article discusses the formation of relationships with investors. It analyzes the trends of forming mechanisms in public relations with investors and other interested parties. A ranking toolkit (ratings program) enhancing the investment climate in the region. The main objective of the research in the field of "investor relations" - is to analyze the formation of an open information and communication conduit so as to attract business to the strategic objectives in the region, the development of common approaches to promoting the region through a system of informational materials of general and sectoral investment and maintaining an organized system of access to this information through various channels, developing and maintaining a single database of potential investors and existing investors, industry investment projects as well as relevant business promotion channels of information. An appropriate current regional program improving the investment climate thereby enabling the accumulation of the St. Petersburg Government efforts to stimulate investment activity as well as provision of relevant discloses regarding the nature of volumes, rates and other appropriate sectoral factors in attracting investment to the region.

The article examines the impact of domestic and foreign media in shaping Russia’s image abroad. By way of example it considers the coverage given by the Russian and Western media on the issue of the Georgian-Ossetian conflict in 2008, and the recent events taking place in Ukraine in 2014. The author demonstrates the role of the Russian mass media which does not consists only in monitoring globalization, but representing different points of view on this issue, and in fact, together with the input of state institutions and civil society to actively reflect, shape and direct mass consciousness whilst adapting it to the essential processes of globalization towards a humanistic oriented development. The main challenge facing Russian mass media and communications today, is a comprehensive review of its activities in contributing towards the formation of the Russian state, Russian science as well as Russian culture. With the above there is also the imperative caveat of providing appropriate - information countering misinformation to the Russian political leadership, as well as countering aggressive information aimed at destabilizing Russian society.

In this article the author investigates the demographic position in the Republic of Mordovia, by conducting an analysis of official statistical data. It discusses the possible causes of the present demographic setting in the region, as well as actual endeavors and undertakings necessary for its improvement and the laying of necessary foundations for the improvement of the Republics demographic policy.

The article is devoted to the book of R.G. Abdulatipova and V.A. Mikhailova "The destiny of the Russian people in the XXI century; the strategy of state national policy." published in Makhachkala in 2012. This work, written by scholars and statesmen, was absorbed in the thoughts and heightened the groundwork and program set out in the article of Vladimir Putin, "Russia: the national question" problems of development and strategy implementation of the state national policy of the Russian Federation towards the 2025 inter-ethnic and interethnic relations. The book also reflects the prospects and planned activities of our state in this area.

The article describes the features, content, elements and mechanisms for parliamentary oversight of the legislative branch of government in our country. It analyzes the normative legal acts governing the conduct of parliamentary control, in order to highlight the advantages and disadvantages of the existing legal regulatory rules of parliamentary regulatory controls of the Russian Federation. The article gives special attention on the conceptual assumptions of the theory of parliamentary control and provides a diversity of views on the problem of implementing the Russian parliament of its supervisory powers, primarily with respect to the Government of the Russian Federation. Particular attention is given to the unique complexity of problems in this area. An attempt is made to offer solutions in overcoming such situations in this area, including the need to further improve the existing legislation through regulating the control activities of the Parliament in its relations with the Government of the Russian Federation. The author is of the opinion that parliamentary control over the government of the Russian Federation should become an independent institution of state and public control, the purpose of which will focus on a rigorous and strict observance of the law by all subjects of the Russian legislation.

The article presents an analysis of the draft law "On the fundamentals of public scrutiny." The peculiarities of the functions of public scrutiny and the subjects and objects of this activity. The author extrapolates recommendations in order to improve the efficiency in the interaction between government and society in the field of Public Administration.

13 may 2014 Committee of the Russian Union of Industrialists and entrepreneurs on improving regulatory activities and elimination of administrative barriers conducted a round table, on which were discussed the issues of optimization of state control (supervision) in the sphere of economy. The aim of the discussion was the formation of the theoretical model is a system of key concepts in this field of activity, definition of objectives and tasks of its activity, development of criteria and indicators of its effectiveness. The paper presents the basic ideas of the speakers.

The Graduate School of Corporate Management celebrated its 20th anniversary. During these years the GSCM experienced times of great success and times associated with dificult financial and economic crisis and the general decline of the business education market. Nevertheless, despite the difficulties, the School survived and gained strength. The author tells us about the history of the School and of the important stages of its development, the principles and traditions rooted in its foundation and the goals that it set itself and its collective.

On 16 and 17 April 2014 at RANEPA, Faculty of Law and Political Sciences Professor of the University of Nice - Sophia Antipolis, Jean-Paul Guichard delivered the opening lecture for students and attendees at the Presidential Academy. The visit of the professor in Moscow was hosted under the tripartite agreement between the Academy, the Institute for Economic Policy- E.T. Gaidar- and the University of Nice -Sophia Antipolis signed earlier this year at the Gaidar Forum. Jean-Paul Guichard kindly agreed to answer a few questions about modern economic processes.

This material presents an overview of the IV International Scientific and Practical Conference "relationship between the EU, Russia and Slavic countries: economic, legal and geopolitical aspects", which was held in early May 2014 in Nice and organized by the International Institute of Public Service and Administration of the Russian Presidential Academy of National Economy and Public Administration and the Russian Peoples’ Friendship University in collaboration with the University of Nice-Sophia Antipolis (Unsal), the International Organization of macroeconomists semaphore International (CEMAFI-Internationale).

The article describes the main trends that define the development vector of modern international law. The author analyzes the political, cultural and economic factors that determine changes in the international legal field, and examines common stereotypes and misconceptions that exist with regard to international law. In addition, it identifies the key issues of modern international legal paradigms, as well as identifying the main obstacles to the progressive development of international law.

The article examines the public service of Alexander Pushkin (1799-1837). The author considers the uneasy relationship between Pushkin and the public service, in his role as poet and as a hereditary nobleman and the conflict with Count, M.S. Vorontsov, arising on the basis of such relationship. The author delves as to the role of the poet as an informal adviser to Emperor Nicholas I, as well as his role as a court historian. The poet was thought of as a man endowed with a special status, but did such status for the Russian writer correspond with his social status of hereditary nobleman, and of the poet's dignity corresponding with his personal honor and noble identity. The honor of the poet or the scholar, not of the hereditary nobleman, according to Pushkin, shall not be damaged if it is found within the auspices of patronage, but he acknowledges himself that such patronage as unacceptable for a nobleman emanating from a noble family. By way of exception is the - patronage of (“encouragement”) by the Tzar. The ranking of nobility for Pushkin in this instance is not significant. Pushkin was guided by such relationships as between the Tzar and monarch which had developed with the courtier historian N.M, Karamzim and Alexander I. Consideration is given by the author herein of the work of A.S. Pushkin in his discourse “On the national education” (1826), which is one of the examples of his work in the public service.

The article is devoted the development prospects of a policy of economic and military-technical cooperation between Russia in the Asia-Pacific region in the first quarter of the XXI century.

This article discusses various aspects of the negotiation process for accession of the Russian Federation to the OECD from the standpoint of compliance with standards of public administration of this international organization. Particular attention is paid to the progress made in the negotiations, as well as the difficulties encountered and the problematic moments in the movement toward Russia’s membership in the OECD.

The retrospective of the state approach in creation of the new ekonom- geographical theory of moving and industry placement and as the principles and town planning approaches in the USSR reveal is in expanded form shined. The author indicates the need of formation and adoption of the main document defining development of town planning - the Town-planning Doctrine of the Russian Federation in modern political conditions.

The article attempts to explore, based on methodological approaches of philosophic analysis the function of history in public life and on the basis of the definition of “function” aptly disclosing the substance, content and quality of history. The role of function is seen in the formation and development of various social phenomena, the direction and areas of their implementation and the connections with scientific, practical, political, cultural, cognitive and educational activities of society. History moreover, has a wide set of interrelated functions through which it manifests its essence and which provide the connection of the latter with the practical activities of the people. The set of functions referred to in this work is not deemed as being complete. It is rather open in its context and can be augmented and replenished on the basis of the use of such a methodological tool as a receptor, formed on the basis of the philosophical category of "function".

The article focuses primarily on the interrelation between politics and its relationship with the past, which nowadays has become one of the most pressing problems of Russian society. Using scientific research (historical, comparative and causal), together with statistics allowed the author to solve the main problem in the article: firstly, to consider the prevailing attitude toward the past in the transformation of society (especially in the 90s.), and secondly, to study how the life of society is reflected in the negatively-biased (instrumental) approach to the past. The algorithmic attitude towards the past in various countries during periods of fundamental social transformation (of the Great French, February, and the October revolutions in the post-Soviet period) in many respects repeats itself. At the same time in Russia during the 90s the attitude toward the past acquired a new dimension (quality). The predominance of a negatively-biased (instrumental) attitude towards the past leads to many negative consequences in public life, including the degradation of the cognitive potential of society, large losses in culture, education, morality, value structure of society, generating destructive consequences in the economy, state building, foreign policy and other way conditions Materials subject.

The article analyzes the leadership functions of executives in public administration which include the use of socio-psychological methods of influencing the collective. Despite the importance of the role of leadership of executives and managers, it is often neglected in the practice of governance and leadership and reducing this role to group level motivators. Leadership and governance more likely adopted not unite but rather to seek differences between them. Studying these phenomena it is stressed that leadership represents a social phenomenon whereby its functions evolve within a regulated system of formal (officially formal) relationships used by executives so as to effectively manage and in solving organizational tasks and problems. As to the importance of these functions, we take into consideration the example of research management practices prominent with business executives which can be adopted for optimizing the public administration in Russia. An ineffective implementation of the leadership role by managers and executives eventually leads to a decrease in their authority with their subordinates, fragmentation of their actions, resulting in reducing the importance of collective goals and a decrease in the desire to achieve them and by deduction affecting the overall efficiency of the group.

The article is dedicated towards the support and development of academic classical music festivals in Russia as an integral part of the national cultural policy. The development of a musical festival movement and its support structures are considered a necessary in: ensuring the national security of the Russian Federation, creating a favorable spiritual and moral climate in the regions of the Federation as well as creating a positive image of Russia abroad. The author proposes a number of measures towards supporting the festival movement in Russia, and gives a number of examples in creating such successful projects.
